Abstract

The spread of massive outbreaks of infectious diseases in the World during the last 20 years requires governments to establish effective public health systems to counter public health threats and minimize food security risks. Emergency situations in the field of health care are highly dangerous for Ukraine due to the full-scale military aggression of the Russian Federation. Effects of the military aggression require constant monitoring and control, risk analysis, development and implementation of appropriate corrective actions and management decisions that are flexible and adaptable to ongoing and changing needs. To assess changing needs, ongoing and continuous assessments of public health system needs should be conducted targeting specific public health emergency needs. A number of assessment tools were developed by the World Health Organization, Centers for Disease Control and Prevention (CDC), EuroCDC, OSCE, as well as regional and local organizations. Assessments use a variety of approaches, including external and internal assessments, all targeted at understanding specific needs in response to public health emergencies. To assess Ukraine public health emergency needs, we conducted a review of existing tools that could be used to target public health emergency needs in Ukraine due to the Russian aggression. Individual tools were reviewed including tools for self-assessment and external assessment. Findings from the literature review are presented here to inform standards of public health emergency preparedness, provide analysis of tools that maybe be helpful to other public health emergency management process, and to avoid substandard assessments.
