Problems and perspectives of the public health emergency management and the activities of emergency operations centers

Public health emergencies can have devastating social, economic and health consequences, including the loss of many lives in a short period of time. The article describes the problems and prospectives of the public health emergency management and the activities of emergency operations centers. The key components of the public health emergency management (PHEM) are reviewed: - organizational and programmatic (i.e., sectoral) standards, as well as incident management systems (IMS). Based on international and national experience, the article analyzes the positive aspects and shortcomings of the functioning of emergency operations centers (EOCs) in the public health system.
